Check out http://www.bittbox.com/ and his affiliates. They put up some awesome stuff for free, however you re going to need to have Adobe Illustrator or Photoshop already to use them.

Photoshop or Illustrator would work great. It's a matter of selecting an area and filling it with color, use of layers. Easy-peasy.

Ok I have only made swirls in Adobe Illustrator but you can use these same concepts using the vector pen tool in photoshop.
