tps sensor at the dealer part #8945235020 is $59.56 and its a .6 of an hour job so it would not be that bad to replace. Have you had it checked out there is a lot of things that could cause that besides the tps .

Typically if it's a bad Throttle Position Sensor , or connection, it will try and stall when you rev it...just my experience with bad ones

You have the reference wire and the ground crossed. You are also using a digital meter and it can tell the difference. What you are working with is a potentiometer or TPS they are the same thing only one is a fancy term...

TPS is Throttle Position Sensor . Could be faulty, or just dirty. Consider one of the cheap cleaners for this, try Pep Boys or Autozone.
