That's called usury and that should be illegal. Tech support should be free or they need to state upfront that they're going to charge...

There are many free programs available that will do that. I use KeePass Password Safe. It encrypts everything under a single password. This is not internet based but computer based.

Without requiring any customization, I would say Opera. Though Opera is as customizable as firefox as well. Check out my sources for a link.
