Games on steam usually unlock exactly when they say it will unlock . If it's due to unlock on midnight then it will unlock on midnight. I don't recall any time when steam have delayed any of their releases.

All I can say is ask at a genuine game dealer in china.. I have been to china & I know it can be harder to find real deal software vs the pirate software.. But if you want to play online I guess you will need to find it.. But the real deal software will cost a lot...

It's usually at midnight Pacific time, or the time zone of Steam 's offices. That's 3:00 AM Eastern or 8:00 AM UTC. That's if it gets unlocked at midnight.

Sometimes they don't unlock , for many reasons, usually a patch is released that will fix this. If not you may have to do the Achievement again.
