You can't. You have to login online steam for the game to process "first start-up installation". Afterwards you are able to close the game, then return to offline big picture mode.

Open Steam (from your taskbar) click 'File' on the top left and then click 'Go online...' which should bring you to your Steam login window in which you have to type in your Steam account password.
