Steam servers were down for the last 1 hour or so, since they are back now you could try logging in now to see if it works.

Install steam in a different location than before and copy your steam apps folder across. This worked for me after trying everything else.

Reinstall your steam . Go to your steam folder delete everything except for the steam exe & steamapps folder.
