Reinstall your steam . Go to your steam folder delete everything except for the steam exe & steamapps folder.

go to tools, delete browsing history and cookies, this will speed up the machine and get rid of the steam cookie that may be causing the problem. you may loose some passwords, just re type them.

I had the same problem, what i did was i went to my steam folder and deleted the clientregistry.blob file and restart it steam , upon restart steam will automatically update and reinstall this file. Hope it helps

Some games (like L4d2 which has a steam client) connects to the internet and syncs data to the server i.e Your Steam Login , Current rank, achievements, etc. So that's normal.
