What type of car and what year? If it is an older car, say like a 1999 or around that, you could just loosen up the acceleration cable so that the throttle does not open until the pedal is pushed down far enough. Loosen it up to your needs.

There were many local "closed tracks" back then. Basically, a strip of road closed off to the public, licensed for performance driving/competition. Examples: Drag strips, mini circuits, etc.
