  3. If the walls are cleaned, then I'd think one coat of Kilz 3 and 1-2 coats of Paint should do it. I've never seen any clean wall not take more than 1 Kilz and 1-2 Paint.

  9. I think going from a water base to oil base would be fine, going from oil to water might create some problems since the thinner would leave an oily residue on the bristles.
