acrylic paint, when dry, has a "rougher" texture and is "plasticy" and is great when you wanna do paintings with 3D effects. oil paintings are smoother.

Try oil based paint. I know that's weird, but it sticks. You can find it in the craft section. You can either paint all your toes that color, or you can use that as a base coat. Otherwise...tattoo it on.
