Shouldn't "stalking" be over a long period of time than say 30 minutes? 1. The dispatcher said following wouldn't be necessary. A recommendation, not an order. 2. Second Amendment, US constitution.

With the proper participation, the number of complaints will increase, as more people will be aware of suspicious behavior, but the actual crime rate will drop, as the complaints will be investigated before escalating to an actual crime.

Read the 2nd Amendment. It's not about guns. It's about defending your self from a tyrannical government. If you expect to find a solution in the government that murders... well, then maybe you are too naive to find the solution...

In the old days you needed to carry a knife also, to throw down and make it look like self defense if you felt like wasting someone. The laws have changed. You only need to "feel" threatened.
