At this point, with only a Windows Vista PC, I don't think you can do much. You need at least a Windows 7 PC or higher to run the later versions of iTunes to get your iPhone out of that screen...

Yes , you can. Either add the song manually, in iTunes file add song Navigate to the folder where you moved the song to Or rt click on the song with an exclamation mark and update the path entry to the folder where you moved to them to

That is the last update for that model. No going further. You'd have to buy a newer iPad to use iOS 11 on it.
