Did your dog lick at this spot? If it was my dog I would just watch it for a few days and see what is happening. It seems to look like a skin irritation and may settle down by itself eventually. Dagmar

Could have been fleas, could be a type of beetle common to the woods, hard to say without a picture . Give the dog a bath and get rid of them.
