  7. Try Google Earth or MSN Virtual Earth - both free downloads and both show actual street images. Google seems to be more accurate with longitude and latitude relative to GPS readings.

  10. Depends on the speed your computer renders the image, your connection speed, google maps ' speed at the time of clicking. Many factors that I don't think can be constant long enough to find out.
