You are 5"4, 46kg = 101.5lbs. You just need to gain about 9lbs of muscle to be in the healthy BMI . Do some strength training/weight training or some sport.

I think body fat is more effective because it BMI doesn't take your body type into consideration. ...!! hope that helps!! and don't let the BMI tell you ur overweight or underweight!!
