It could be. A lot of people close the door to the washroom when they are finished with it, which annoys me to no end - how do you know if someone is in there - you don't want to knock, in case they are sitting on the toilet and grunt out "someone's in here".

Maybe they are just shy because they need time to get use to the environment. I know people who come to the U.S. to study and they told me the reason why they were passive was because they were shy. They feel embarrassed if they can't...
