You should reconsider your goal of being an "environmental engineer". Many other engineers don't think much of "environmental" engineers. Instead think civil engineer or mechanical engineer.

You could, but it would be a waste of a good undergraduate education. Environmental engineers don't get much respect from other engineers and "Environmental Engineer" salaries are low.

Since you're already doing the minor in Environmental Engineering that should stand you in good stead for doing it as a major in most institutions.
