Depends on which PC controller you are buying. The simple ones are around 25 US$ to 50 US$. Yes it sould work on a Dell Computer .

it looks like your monitor can handle s-video and AV as well as composite cables. however, get a AV to VGA adapter. wii AV cable > AV adapter > VGA input in computer screen see picture below.

A computer ( Dell or otherwise) is not an Xbox and cannot run ANY Xbox games. If you want to run Xbox games, you must buy an Xbox.

Don't use HDMI cable unless your monitor has built-in high quality audio, likely not. There is a cable which connects Wii directly to VGA port, which your monitor should have. I saw couple on amazon.com for good...
