I think that it's legal if you have lawyers and all the proper paperwork as this is the only thing adoption agencies do - they just have their own lawyers and they are familiar with the process so it might be quicker. The thing that is crazy...

No you cannot sue him but you can report him to the police, please be careful on Craigslist, its a good thing he wasn't a murder.
