corruption isn't legal anywhere. corruption is criminal activity. in some places it's more generally accepted, but it's still not within the law. if it were legal, it would, by definition, not be corruption .

the entire system is corrupt from top to bottom. from the president down to the clerk at the local level. there is no place to start. normally the press would expose corruption but whenever that happens they end up dead.
