Get a new mouse . If it doesn't work, then get a new computer . If you don't want to spend alot of money, them just take it to a place where they sell and repair computers , so they can take a look at it.

Is it possible to disable a computer mouse 's movements but still be able to click with its buttons?
Easy: With an optical mouse just put some black tape over the photo sensor on the bottom of it. For a ball mouse just remove the ball.
