You can not convert a file system on a disk without reformatting it, which ever operating system ...which will give you the option of formatting the disk with a specific file system . Personally, I don't advice running windows ...

The flat file has many problems that the relational database does not. Such as redundant data and inconsistent data. We find low data integrity built into the file system . Also no true Primary key.

No. Your computer wont even boot without an OS installed. You would have to duplicate all the functions in the 3 boot programs within your program to make this happen.
