If there is no emergency vet in your area, call the other vets. I am sure one of them will come to the clinic and treat your dog in case of an emergency and this sounds like it could be one. Hope the dog is okay.

He might have been hurt by the owners at one time before you got him and he is scared of people now, try holding him and mess with him, it might just take him a little time if he was hurt by kids at one time, good luck
