You could travel with it, but likely not with it in carry on. Sharp or dull, it could still be used to attack someone with and cause harm. That's like wanting to be bring the claw of the carnivorous dinosaur on board.

No, barring the fact most airlines close the doors to board at no later than 10 minutes before departure, even a delayed flight would probably see you staring at the plane taxiing to the runway as you look out of the terminal window.
