If you mean a credit card, it's not possible. Credit cards are for deposit only. If you mean a debit card, then you can use ACH or a bank transfer .

I don t know about Commerce, but I know BofA is very suspicious of transferring money to offshore merchants. You best maybe to get Visa Gift card and use that instead.
