US Treasury uses Fedwire (and CHIPS). ACH is more like retail banking customer stuff, not efficient for government agencies transferring millions of dollars.

ACH , Automated Clearing House, refers to the government's system that supports...clearinghouse system. Using either term is appropriate when referring to direct deposits and automatic payments debited from checking and savings accounts.
