  1. A level one access provider is basically an internet access wholesaler - they are the people that your ISP buys _its_ internet access from. From a technical perspective there isn't really any difference.

  2. Cable One is probably the best for a reasonably priced provider. Most providers advertise a bandwidth but as soon as you start to download they cap you out. I personally would strongly advise against Clearwire.
