No, the breed warden 's job is not to cull puppies, it is to evaluate the specimen...not of an allowed color such as a white shepherd!!! In short the breed warden does not do any culling, breeders do!!

If you didn't reclaim the dogs in the time period allowed for that (anywhere from 3 to 7 days depending on the city), then the dogs were no longer yours, and the warden could legally re-home them.
