I personally believe it to be the Social Security Act - New Deal policies were designed to regulate economic affairs such as financial specualtion and insurance schemes.

It could be anything. FDR created the middle class in just over 100 days. A sturdy bunch, for it s taken the current administration 8 years to almost wring the life out of them.
