TPS? usually means "throttle position sensor." It wouldn't make the click, clicking. Get a jump-start, go to Auto-Mart and get battry.

you could just have a bad starter solenoid. If your starter is shot, taking it apart will do you no good. It's gone and won't come back. If you take it apart, clean it and, even if, it does work: you'll have to replace it sooner or later...

Sorry, I have no idea. I would think that it would be completely legal unless you have a disability that interferes with job performance.
