Nope. A TPS is like a volume control on a TV or radio. It's just a potentiometer... by a vacuum leak or a bad idle air control valve. Replace the TPS is you like wasting your money.

the TPS wouldnt cause this problem. could very well be the Idle Air Control (IAC) motor on you throttle body (alows you engine to get air at idle). also could be a vac leak. is the check engine light on?

maybe its your ECM. if both a brand new TPS and an old one are giving off the same readings, then i think...
