It depends on your location. If you are in warmer climates like the US SW, then your discharge temp will be between 60-80 deg. If you are in a cold climate, your water temp could be between 40-50 deg.

Go inside, pour some very hot water into a small cup or thermos. Take this outside, and dip the cap into the water for a few seconds. That should melt any ice as well as cause the cap to expand a little, making it possible to unscrew it.
