You can call the ST. Louis county court clerk and they can tell you the procedure you can also go to the DMV in Springfield and they will tell you. Yes it will follow you if you register your vehicle in Missouri.

most of the time you can go to the county sheriffs department and get the report and it comes from one source NCIC which is the big computer the gov stores all your crimes on .
