Just use regular car soap and a microfibre wash mitt. Make sure you use a different bucket and wash mitt for the wheels and your paint, you don't want to mix them or you'll end up with swirls all over the paintwork.

You had a contract,(verbal or in writing) that you would pay, so you must pay, but you can contact the Better Business Bureau and file a complaint. Also, you can take them to small claims court, but this can be expensive, so I would try to settle it...
