  7. Add a bottle of STP gas treatment. The alcohol will combine with the water and will be burned away. I doubt that very much water actually got into the tank, due to the filler neck.

  9. If a new tensioner didn't solve your problem when you changed it(you did change the belt at the same time, right?) then I would suspect the idler pulley.
