Yes. When you buy a game off steam , you do not have to immediately download and install it. You can download/install games that you've bought onto different computers, considering they're all under the same account.

Steam version is three (v3), which is merely the DVD version two (v2) game ported for download to the PC. You will need to downgrade it to remove programming that blocks modding, just as in the DVD v2 game..
