E-mail service is same in every country. If it does not bounced back to you, it has been delivered because the account was valid. Russian internet works the same way as the american.

Unfortunately, it is not illegal to request money. They view it like if you are silly enough to send the money, you did it voluntarily. I saw a television show about this type of scam just a couple weeks ago, here in Kyiv.
