You don't have to have an 28, but the norm is a 28-32. And it's the whole ACT: your composite score.

How low are we talking? You need to at leasr get above a 20 and if you have a really low ACT you need high gpa LIKE A 3.6 or so. If you have a high ACT then lower gpa doesn't matter as much.

You sure can. The minimum gpa you can have is 3.0 so you are just in the acceptable area. I'd advise you to retake your ACT for a higher score just to boost your chances.
