Hey Justin, From what you're describing it is a definite fuel pump issue. your fuel pressure is a bit low (should be around 60PSI) but the pressure is not the issue here, it is the volume of fuel that's being delivered...

Go to Advance Auto and it is the alternator belt. Never buy belts on line. You end up eating them and buying the correct belt too!

If it starts with either then your ignition is working,you have a fuel problem. These have a fuel pressure regulator located inside the intake manifold that are known to leak. Hope this helps.
