Because each government agency is charged with wasting a certain amount of money each year, and this is the the way the IRS chose to do it. :-o

The PLR system allows a taxpayer (individual or business) to pay a fee, state his case, and ask the IRS to determine how they would tax an usual situation *before* the taxpayer actually has the taxable event.
