I would be quite sure the CIA would already be aware of the individual's criminal past and would either inform the FBI of the situation or remove the person from the U.S. and thus out of the FBI's jurisdiction.

Merely talking to you has nothing to do with rights. If you inform them you don't want any contact, and they continue to talk to you without legal reason, that can become harassment.
