You don't "register" a convicted felon. This information is already listed if a criminal background or rap sheet is ran by an officer. You do, however, need to "register" a person if they are a sexoffender and they move to another state.

At about that time, I read that scientists were pretty certain that it was not old enough. I don't know what exactly your 31 scientists concluded. Can you give more information?
