The city of Houston, by itself, is mostly Democratic. Harris County as a whole, however, is predominately Republican, as most voters in the suburbs are heavily conservative.

I will venture to guess it has to do with the concentration of illegal immigrants. One would venture a guess that there is some reason that we check the health of legal immigrants before allowing them in. I just applied logic. *
