I'm not sure who DISCOVERED it ... but Bristol Myers Squibb got Captopril on the market first (as Capoten). That GENERALLY means (though doesn't guarantee) that they discovered it...

The first ACE inhibitor ever discovered was Captopril by three researchers from the Squibb drug company (which is now called Bristol-Myers Squibb). Hope this helps! :)
