If you were to boil it, you would get rid of the methanol. However, you would get rid of the ethanol before the water boiled off. You do need a still. And a very expensive license from the ATF or your national equivalent.

Yeah sure you can. Just wrap it very well with newspaper and bubble wrap to keep it safe.

Because alcohol isn't regulated by the FDA. It is regulated by the ATF which doesn't have to follow the same rules as the FDA.

You'll be very lucky to get 4% abv with bakers' yeast. Maybe half that. Try a champagne yeast. ATF considers freeze distillation to be a form of distillation, i.e., illegal.
