It means PHP can't establish a connection to your MySQL server. This could be a combination of an incorrectly entered host name, database user, and/or database password. I would check those and make sure they are entered correctly.

The easiest answer is: wrong password. If you are absolutely, positively sure you're entering the correct password, reset the access point (turn it off / unplug it from the wall, count to 10, power it back on). Then try again.
