You can disable wifi and Data by going into the settings, also you could go into airplane mode which will do the same thing

if its a mobile phone.. usually it starts with +63 then the phone number... ex. the number is 09165109677 it has to be +639165109674 the code for philippines is 63 maybe thats why your not going through because you dialled 0063...

Most cell phone site or WAP sites are accessable via a PC however you need a WAP enumerator. Google it, there are several out there that are fee.

Yes if your phone has internet capability. However, if you do not have a data plan, you will be charged by the use and the costs mount up quickly.
