Within 90 days of arrival. She can in practice arrive on Feb 13, THEN have 90 more days in which to marry you, and be within the timeline guidelines. Best Fred Wahl

She must leave the USA and return to the Philippines. There is no way, under any circumstances, for her to change her status.

definitely 90 days from the date of entry. she has up to six months to actually use the... her status and has to leave, even if you marry on day 91. under those circumstances, you'd have to file a new immigrant petition...
